ORT Prevention Dashboard
This interactive dashboard provides up-to-date ORT metrics at statewide, county, and grantee levels enabling stakeholders to track and evaluate the effectiveness of ORT prevention efforts. It features six visualizations: a Grant Progress Summary highlighting key milestones, a Grantee Map showing the geographical distribution of activities, Program Metrics with data on retail theft incidents and prevention outcomes, Program Resources detailing allocated funding and equipment, Staffing information on human resource deployment, and a Read Me slide with definitions and data caveats to aid interpretation.

The Summary homepage of the ORT Prevention dashboard is divided into three sections that constitute a snapshot of grant progress across all available quarters. The first three metrics establish the number of grantees funded, amount awarded to grantees, and total full-time equivalent positions funded by the grant. |

The Metrics table displays the total number of incidents, arrests, and District Attorney (DA) referrals reported for ORT, Motor Vehicle Theft/Motor Vehicle Accessory Theft (MVT/MVAT), and Cargo to date. |

The stacked bar chart toward the bottom of the Summary slide displays the statewide program implementation status percentage for staffing, training, and data collection across all grantees. There are four status options that include ‘completed/established’, ‘implementation started’, ‘planning’, ‘not started’ and ‘not applicable (N/A)’. Hover over each bar to view the status and the number of grantees at each implementation stage for the three project implementation activities. |
The Grantee Map visualization displays the grantee names, program descriptions, program focus area(s), and funding awarded by grantee.

Users can filter the Grantee Map using the ‘Grantee Name’ and ‘Program Purpose Area’ filters above the visualization.
Please note: the filters are interrelated to only show drop-down options that are relevant to the selection made. For instance, if ‘Anaheim Police Dept’ is selected from the ‘Grantee Name’ dropdown, the ‘Program Purpose Area’ filter will only show Program Purpose Areas relevant to the Anaheim Police Department |
The Metrics visualization displays a bar chart quantifying the number of incident reports, arrests and DA referrals by program purpose area (PPA), quarter, and grantee name. The program purpose areas include ORT, MVT/MVAT, and Cargo. The default visualization includes all grantees and all quarters for the ORT program purpose area.

The Staffing visualization is a stacked bar graph displaying the number of full-time equivalent (FTE) staff positions by quarter and funding type (ORT grant funds and other funds). The Staffing page details descriptions of FTE staff positions and calculations.

ORT Prevention Grants, Resources & Reports
In September 2023 the BSCC Board approved awards for 31 City Police Departments and 7 Sheriff’s Offices totaling $242,250,000 in ORT Prevention Grant Funding. The grant cycle for these projects is October 1, 2023 through June 1, 2027.
ORT Prevention Grant Project Summaries
Recognizing that applicants have different capacities, resources, and needs, there were two (2) categories within which applicants competed. The maximum an applicant could apply for in the Medium Scope of Work category was $6,125,000. The maximum an applicant could apply for in the Large Scope of Work category was $15,650,000. Multi-agency partnerships (Medium Scope of Work or Large Scope of Work) could apply for up to the maximum grant award in that Scope of Work category multiplied by the number of partnering applicants listed in the proposal.

ORT Request for Proposals
The BSCC released the ORT Prevention Grant Program RFP on April 14, 2023 with a proposal submittal due date of July 7, 2023The RFP made available $242,250,000 through a competitive process for projects that addressed the Program Purpose Areas: Organized Retail Theft, Motor Vehicle or Motor Vehicle Accessory Theft, and/or Cargo Theft.
Bidders' Conference / FAQs
The BSCC held a virtual Bidders’ Conference on Thursday, May 11, 2023 at 10:00 AM for the Organized Retail Theft Prevention Grant Program. The Bidders’ Conference provided an opportunity to answer technical questions from prospective bidders (applicants) and provide clarity on the Request for Proposal (RFP) Instruction Packet. Scoring Panel
The ORT Scoring Panel members met on July 31, 2023 and August 1, 2023, and were trained on the RFP and RFP Rating Factors and Criteria.
