MMIP Grant: A partnership between the BSCC and the Governor’s Office
The Budget Act of 2022 (Senate Bill 154, Chapter 43, Statutes of 2022) established the Missing and Murdered Indigenous People (MMIP) Grant Program. Per the Budget Act, funds shall be awarded by the Board of State and Community Corrections as competitive grants to federally recognized Indian tribes in California to support efforts to identify, collect case-level data, publicize, and investigate and solve cases involving missing and murdered indigenous people. Grants should focus on activities including, but not limited to, developing culturally based prevention strategies, strengthening responses to human trafficking, and improving cooperation and communication on jurisdictional issues between state, local, federal, and tribal law enforcement in order to investigate and solve cases involving missing and murdered indigenous people.

Request for Proposals
In July 2025, the BSCC approved $12.9 million in awards to federally recognized Indian tribes in California. MMIP Cohort 3 grantees will be under agreement from August 1, 2025 to January 31, 2029. The term of the grant agreement includes the grant service delivery period and an additional three months to finalize and submit the required Final Evaluation Report and Program Audit.

Request for Proposals (RFP)
In July 2024 the BSCC Board approved $19.9 million in MMIP awards for 18 federally recognized Indian Tribes in California. MMIP Cohort 2 grantees will be under agreement with the BSCC from August 1, 2024, to June 1, 2028. The term of the grant agreement includes the grant service delivery period and an additional six months to finalize and submit the required Final Local Evaluation Report and financial audit.

MMIP Cohort 2 Virtual Information Sessions
Prospective MMIP applicants were invited to attend a Grant Information Session on December 14, 2023 and/or January 25, 2024. The sessions provided clarification on application instructions and answered technical questions from prospective applicants. BSCC staff reviewed application submission instructions, applicant eligibility, funding information, eligible grant activities and the rating process. After a brief presentation, prospective applicants were able to ask questions. Attendance was not a requirement of applying for the grant.The BSCC conducted outreach to tribal organizations to increase awareness of the MMIP grant, solicit feedback from the tribal community, and encourage participation in the development of the Cohort 2 MMIP RFP. BSCC representatives spoke with state and local tribal leaders and attended the following tribal events:

In April 2023, the BSCC released the Round 1 MMIP Grant Program Request for Proposals (RFP) to federally recognized Indian tribes in California. The application period closed June 23, 2023.
- Applicants could apply for either small scope (up to $440,000) or large scope (up to $1,000,000) funding.
- Allowable activities include but are not limited to alert notifications systems (amber alerts, feather alerts), burial costs, case management systems, and search and rescue efforts.
- The grant service period runs from October 1, 2023 to June 1, 2028

Bidders' Conference
In May 2023 the BSCC held a bidders' conference to answer technical questions from prospective bidders (applicants) and provide clarity on RFP instructions. Topics included, but were not limited to, proposal submission instructions, eligibility, funding, and an overview of the rating factors.
