As part of the Legislation which enacted the Mentally Ill Offender Crime Reduction (MIOCR) funded-grant projects and subsequent Penal Code (Section 6045.8), the Board of State and Community Corrections (BSCC) must submit a report to the California Legislature that, in part, assessed the effectiveness of the program in reducing crime and recidivism rates of the target population. To assist in accomplishing this, the BSCC required that all grantees develop a Local Evaluation Plan (LEP) and Logic Model for their project during the first six (6) months of the grant, and at the completion of their funded project, submit to the BSCC a Final Local Evaluation Report (FLER).

The purpose of a project evaluation is to ensure a project funded by MIOCR dollars can be properly and effectively evaluated.  The grant projects prepared a detailed description of how the project would assess the effectiveness of, and the potential impact on, the services provided to the grant participants and to determine whether a reduction in recidivism occurred due to the project’s methodologies/strategies.

The LEP described the research design that would be used to evaluate the effectiveness of the project, with clearly stated project goals (i.e. the expected benefits to participants) and the project objectives (i.e. specific measurable accomplishments intended to advance project goals within the strategic plan). The evaluation plan outlined the outcome measures that would be tracked (outside of the standard data measures provided by the BSCC) and described the method by which the impact of the program on the outcome measures would be determined.

The MIOCR Grant Program funding ended on June 30, 2018. Each project used its total data set (spanning from July 1, 2015 through June 30, 2018) to complete a FLER which provided descriptions of the specific interventions used, detailed project outcomes, and where available, recidivism rates.
