BSCC Releasing Two RFPs Supporting Treatment and Reentry Services
SACRAMENTO (Feb. 10, 2022) – The Board of State and Community Corrections voted today to release two Requests for Proposals for more than $200 million in grants aimed at reducing recidivism and helping people transition back to the community after incarceration.
The Adult Reentry Grant makes available $67 million over 42 months for community-based organizations to support people formerly incarcerated in state prison. The Budget Act of 2021 appropriated half of the money to rental assistance, and the other half to support people through the transition with reentry services, such as case management and job training.
Key provisions include adherence to the Housing First principles, which removes barriers to housing by allowing people to decide whether to accept other rehabilitative services. Eligible applicants may request up to $2.7 million for rental assistance programs and $750,000 for reentry support programs.
A total of $105 million has been awarded since ARG first was implemented in 2018. The BSCC plans to make the new awards at the September 2022 meeting. For more information and to view the ARG RFP see the ARG Grant Homepage
The Proposition 47 Request for Proposals makes available about $143 million over 45 months for a variety of recidivism-reduction services, including mental health treatment, substance-use disorder treatment, job-skills training, civil legal services, and others designed to reduce recidivism in the target population.
Prop 47 was a 2014 voter initiative that reduced from felonies to misdemeanors certain lower-level crimes. The savings in state prison costs is now diverted to programs designed to keep people from reoffending. Only public agencies may apply, but they must partner with non-governmental, community-based organizations for at least half of the funding.
There are two categories of Prop 47 funding: small projects may apply for up to $1 million and large projects up to $6 million. The County of Los Angeles may submit a single application for up to $20 million.
