Staff Services Manager III

Description: Under the general supervision of the BSCC Executive Director and Deputy Director, the incumbent will provide high level expertise to the BSCC in the implementation of its administrative services, serve as a delegated authority on behalf of the agency, and support and implement the efforts of local and state criminal justice realignment.
Additionally, the incumbent will provide oversight, as well as direct and manage staff in the policy development and management of BSCC’s personnel, budget, accounting, and administrative support services. The incumbent will oversee the preparation of required state drill and reports, maintain agency data and records, oversee administrative strategic plans, and oversee the administrative management of state programs and special projects.
Finally, the incumbent must demonstrate a positive attitude and a commitment to completing their tasks accurately, timely, and to or above their customer’s expectations.

Research Data Specialist II

Description: Under the general direction of the Deputy Director, the Research Data Specialist II (RDS II) is a member of the Standards and Training for Corrections (STC) Division responsible for independently designing, organizing and conducting complicated studies in the field of industrial organizational psychology. This position requires knowledge of statistical analysis, performance measurement, and research methodologies, as well as high-level writing and analytical skills, accuracy, and completed staff work including the ability to work independently and meet timelines and deadlines.
This position works in conjunction with Field Representatives for the STC Division and may also work with the staff within the Research Unit and the other BSCC Divisions (Corrections Planning and Grant Programs, Facilities Standards and Operation, County Facilities Construction, and In-Custody Death Review. Description: Under the direction of the Facilities Standards and Operations Division (FSO), Staff Services Manager I (SSM I), the Staff Services Analyst (General) (SSA) operates semi-independently as a resource for FSO projects and provides day-to-day analytical support. The SSA performs various analytical functions, data entry, and program administration tasks. This position requires working both independently and as part of a team, taking responsibility for multiple data entry projects, and supporting FSO division functions. The SSA researches rules and regulations, gathers data, prepares correspondence, and provides customer service to management, staff, and outside agencies. The incumbent must exercise a high level of initiative and independence while offering alternatives and recommendations that may lead to effective solutions for various FSO projects and issues. Description: Under the administrative direction of the General Counsel of the Board of State and Community Corrections (BSCC) and in consultation with the Deputy Director and Assistant Deputy Director of the Corrections Planning and Grant Programs (CPGP) Division of the BSCC, the Attorney IV provides advanced legal counsel and high-level policy development to CPGP, rendering legal advice and opinions, on the administration of BSCC state and federal grant programs. In addition, this position provides expert legal advice to CPGP Executive Steering Committees, internal partners, and external stakeholders on the Bagley-Keene Open Meeting Act, conflicts of interest (including the Political Reform Act), and state and federal law regarding grants administration. This position also provides advanced legal assistance and advice to CPGP staff by conducting legal analysis and research, reviewing legal documents, preparing correspondence involving the explanation of legal matters, and preparing legal opinions.
The Attorney IV will serve as legal counsel to the Executive Director and General Counsel on developing policies and revising regulations related to grant administration. The Attorney IV will draft briefs, respond to challenging and sensitive legal correspondence, and develop strategies and tactics in complex disputes and litigation. In addition, this position will review applicable state and federal laws and rules and regulations to ensure compliance; review and update the BSCC grant policy guide to conform to Board policy and federal and state requirements; review grant agreements and contracts; review federal solicitations and applications for grant funds; review and provide expert advice on grant expenditures and compliance with federal and state audits; conduct legal analysis and research, review legal documents, prepare correspondence involving the explanation of legal matters, and prepare legal opinions.
The role demands a high degree of independence with minimal supervision as well as expertise and proficiency in federal and state laws governing grant administration. Full Attorney IV Announcement
Field Representative Exam
The Field Representative is a unique job classification that includes complex work providing leadership and oversight in the adult and juvenile criminal justice systems. Before applying for openings at the Board of State and Community Corrections, the candidate must successfully complete the Field Representative Exam.
Applicants must have at least three years of progressively responsible supervisory, management or consulting experience in corrections or law enforcement. Two of those years must be in program development, program planning or research, program monitoring, use of manpower, jail inspections or training.
Field Representatives will draw upon previous work experience for duties that include: development of corrections standards, policies and regulations; delivery of technical assistance; inspections of local adult and juvenile facilities; implementation of grant programs, delivery of training for local corrections and probation officers.
