The ORT Prevention Dashboard is an interactive tool that provides up-to-date ORT metrics at statewide, county, and grantee levels enabling stakeholders to track and evaluate the effectiveness of ORT prevention efforts. It features six visualizations: a Grant Progress Summary highlighting key milestones, a Grantee Map showing the geographical distribution of activities, Program Metrics with data on retail theft incidents and prevention outcomes, Program Resources detailing allocated funding and equipment, Staffing information on human resource deployment, and a Read Me slide with definitions and data caveats to aid interpretation.
Dashboard Instructions/User Guides
The Summary homepage of the ORT Prevention Dashboard is divided into three sections that constitute a snapshot of grant progress across all available quarters. The first three metrics establish the number of grantees funded, amount awarded to grantees, and total full-time equivalent positions funded by the grant.
The Metrics table displays the total number of incidents, arrests, and District Attorney (DA) referrals reported for ORT, Motor Vehicle Theft/Motor Vehicle Accessory Theft (MVT/MVAT), and Cargo to date.
The stacked bar chart toward the bottom of the Summary slide displays the statewide program implementation status percentage for staffing, training, and data collection across all grantees. There are four status options that include ‘completed/established’, ‘implementation started’, ‘planning’, ‘not started’ and ‘not applicable (N/A)’. Hover over each bar to view the status and the number of grantees at each implementation stage for the three project implementation activities.
The Grantee Map visualization displays program descriptions, program focus area(s), and funding awarded by grantee.
Note. To deselect the county, click off the state area within the map. To recenter map, hover over the hidden map zoom menu in the top left of the visualization, then click the (home) icon.
Filtering Grantee Map Data
Users can filter the Grantee Map using the ‘Grantee Name’ and ‘Program Purpose Area’ filters above the visualization. Please note: the filters are interrelated to only show drop-down options that are relevant to the selection made. For instance, if ‘MVT’ is selected from the ‘Program Purpose Area’ dropdown, the ‘Grantee Name’ filter will only show grantees with the selected program focus.
- Select the grantee of interest via the ‘Grantee Name’ filter to view individual program information.
- The ‘Program Purpose Area’ filter gives users the option to categorize the data by grantee program focus—ORT, MVT/MVAT, Cargo, or combinations of the three.
The Metrics visualization displays a bar chart quantifying the number of incident reports, arrests and DA referrals by program purpose area (PPA), quarter, and grantee name. The program purpose areas include ORT, MVT/MVAT, and Cargo. The default visualization includes all grantees and all quarters for the ORT program purpose area.
Filtering Program Metrics Data
The filters above the visualization allow users to filter the Program Metrics data by ‘Program Purpose Area’, ‘Quarter’ and ‘Grantee Name’.
- The ‘Program Purpose Area’ filter will filter the metrics data by the selected PPA and all grantees addressing the selected PPA.
- The ‘Grantee Name’ filter allows users to view program metrics data for a specific grantee.
- The ‘Region’ filter further breaks metrics data down by state region, displaying the grantees within each of the five regions (i.e., Northern, Central, Los Angeles County, and Southern). Users can select multiple regions to view.
- The ‘Quarter’ filter displays the data by the reporting quarter. The filter allows for multiple selection, as well as displaying the cumulative total if selecting ‘All’ from the dropdown.
The Resources visualization consists of a stacked bar graph that displays Equipment and Technology or Agreements and Partnerships by program funding source (ORT grant funds or other funds).
Filtering Program Resource Data
Users can filter the stacked bar graph by ‘Resource’ and ‘Grantee Name’. Hovering over each bar on the graph reveals the quantity and percent of each resource by funding type.
- The ‘Resource’ filter displays data for either ‘Equipment and Technology’ put into operation, as well as ‘Agreements and Partnerships’ implemented during the grant period selected.
- The ‘Grantee Name’ filter allows users to view the selected resource data for a specific grantee.
- The ‘Region’ filter visualizes resource data by state region, with the option to display data across multiple regions.
- The ‘Quarter’ filter can be employed to display the data by the reporting quarter, or the cumulative total if selecting ‘All’ from the dropdown.
The Staffing visualization is a stacked bar graph displaying the number of full-time equivalent (FTE) staff positions by quarter and funding type (ORT grant funds and other funds). The Staffing page details descriptions of FTE staff positions and calculations.
Filtering Staffing Data
The Staffing graph displays statewide data as a default but can be filtered by ‘Program Purpose Area’ and ‘Grantee Name’. Hovering over each bar on the graph reveals the quantity and percent of each resource by funding type.
- The ‘Program Purpose Area’ filter will filter the staffing data by the selected PPA and all grantees addressing the selected PPA.
- The ‘Grantee Name’ filter displays the number of full-time equivalent positions funded by the selected grantee.
- The multi-selection ‘Region’ filter allows users to view staffing data by state region.

ORT Prevention Grantees, Resources & Reports
Recognizing that applicants have different capacities, resources, and needs, there were two (2) categories within which applicants competed. The maximum an applicant could apply for in the Medium Scope of Work category was $6,125,000. The maximum an applicant could apply for in the Large Scope of Work category was $15,650,000. Multi-agency partnerships (Medium Scope of Work or Large Scope of Work) could apply for up to the maximum grant award in that Scope of Work category multiplied by the number of partnering applicants listed in the proposal.

ORT Initial Progress Survey
On January 2, 2024, the BSCC sent a survey to all ORT Prevention and ORT Vertical Prosecution grantees. ORT Request for Proposals
The BSCC released the ORT Prevention Grant Program RFP on April 14, 2023 with a proposal submittal due date of July 7, 2023The RFP made available $242,250,000 through a competitive process for projects that addressed the Program Purpose Areas: Organized Retail Theft, Motor Vehicle or Motor Vehicle Accessory Theft, and/or Cargo Theft.
Bidders' Conference / FAQs
The BSCC held a virtual Bidders’ Conference on Thursday, May 11, 2023 at 10:00 AM for the Organized Retail Theft Prevention Grant Program.
