BSCC Releases $125 Million to Support Illicit Cannabis Enforcement


SACRAMENTO (February 12, 2026) – The Board of State and Community Corrections (BSCC) released $125 million in grant funding to support local governments in their efforts to address the public health and safety impacts associated with the legalization of cannabis, as provided by Proposition 64. With this fourth cohort, statewide funding now totals nearly $250 million.

Eligible cities and counties may apply under a variety of size-based categories and proposals must address one of four, cannabis related missions: public safety/enforcement , youth prevention/intervention, public health, or environmental impacts.

As part of the 2025 Budget Act, eligibility for grant funding administered by the Board of State and Community Corrections (BSCC) has been expanded to support more local jurisdictions in addressing cannabis-related public safety challenges. Under the updated criteria, a local government is eligible for funding if it permits retail cannabis storefront sales or, for jurisdictions with populations of 10,000 residents or fewer, allows cannabis delivery serving both medicinal and adult-use consumers. The Budget Act also directs BSCC to prioritize grant awards for jurisdictions that focus on combating illicit cannabis activity, strengthening enforcement efforts, and promoting safer communities. Prior grantees that used funds for enforcement activities eradicated almost  one million illegal cannabis plants and seized 295 illegal firearms.

“The Prop 64 grant empowers local communities to respond to the challenges associated with illicit cannabis,” said BSCC Board Chair Linda Penner. “By investing in prevention, enforcement, and community-based responses, the state is protecting public health and supporting responsible regulation.”

Prospective applicants are encouraged to attend an online Applicant Grant Information Session on March 2, 2026, with proposals due March 30. The BSCC provides services to the county adult and juvenile systems through inspections of county jails and juvenile detention facilities, technical assistance on local issues, promulgation of regulations, reviews of in custody death investigations, training standards for local correctional staff, and the administration of a wide range of public safety, re-entry, violence reduction, and rehabilitative grants to state and local governments and community-based organizations.
