A Statement From the BSCC on the May 2015 PPIC Realignment Report
Linda Penner, chair of the Board of State and Community Corrections, said that “readers of the PPIC report should be careful about placing undue weight on the high rate of auto thefts and its possible connection to decreases in incarceration. No policy implications may be drawn from this claim in the absence of more detailed information about who is committing auto thefts and why. With such information, we might better be able to understand why auto theft alone maintains a higher rate in the face of generally falling violent and property crime rates, and whether there are other factors, such as regional markets for stolen autos and parts, that might help understand this phenomenon.”
