The ORT Vertical Prosecution (VP) Dashboard is an interactive tool that provides real-time ORT-VP metrics at the statewide, county, and grantee levels enabling stakeholders to effectively track and evaluate the success of ORT prosecution efforts. It includes six visualizations: a Grant Progress Summary highlighting key milestones; a Grantee Map showing the geographical distribution of programs and funding; data on people charged and convictions; the number of individuals convicted by sentence or offense type; staffing information on human resource deployment; and a Read Me slide with definitions and data caveats to assist with interpretation.
The Vertical Prosecution model is recommended by subject matter experts in the prosecution of a variety of criminal activity, including the Bureau of Justice Assistance (U.S.BJA), International Association of Auto Theft Investigators, National Gang Center (U.S.DOJ), and Office of Justice Programs (U.S.OJP).
Dashboard Instructions/User Guides
The Summary homepage of the ORT-VP Prevention Dashboard is divided into three sections that constitute a snapshot of grant progress across all available quarters. The first three metrics establish the number of grantees funded, amount awarded to grantees, and total full-time equivalent positions funded by the grant.
The Metrics table displays the total number of cases filed, individuals charged, and individuals convicted for ORT and Theft-Related Property Crimes (TRPC).
The stacked bar chart toward the bottom of the Summary slide displays the statewide program implementation status percentage for partnerships, staffing, training, and data collection across all grantees. There are four status options that include ‘completed/established’, ‘implementation started’, ‘planning’, and ‘not started’. Hover over each bar to view the status and the number of grantees at each implementation stage for the four project implementation activities.
The Grantee Map visualization displays the grantee names, program descriptions, and funding awarded by grantee.
Note. To deselect the grantee, click off the state area within the map. To recenter map, hover over the hidden map zoom menu in the top left of the visualization, then click the (home) icon.
Filtering Grantee Map Data
- Users can filter the Grantee Map using the ‘Grantee Name’, filter above the visualization, which displays program details and funding allocated by grantee.
The Convictions visualization displays a bar chart quantifying the number of unique people charged and the number of individuals convicted using the Vertical Prosecution Model by quarter. The trend line displays the cumulative (additive across quarters) number of people charged and convicted. The data can be viewed by offense type, either ORT or TRPC, and by grantee. The default visualization includes all grantees for the selected offense type. The total number of people charged, and people convicted to date is displayed above the charts.
Filtering Convictions Data
The filters above the visualization allow users to filter the conviction data by ‘Offense Type’ and ‘Grantee Name’.
- The ‘Offense Type’ filter will display the data for either ORT or TRPC.
- The ‘Grantee Name’ filter allows users to view charges and convictions for a specific grantee.
The Sentencing visualization consists of a stacked bar graph that displays Sentence Type or Offense Type by prosecution model (vertical prosecution model or other prosecution model).
Filtering Sentence and Offense Data
Users can filter the stacked bar graph by ‘Offense and Sentence Type’, ‘Grantee Name’, and ‘Quarter’. Hovering over each bar on the graph reveals the quantity and percent of each resource by prosecution model.
- The ‘Offense and Sentence Type’ filter displays data for the unique count of people by ‘Sentence Type’, as well as the ‘Offense Type’ of convicted individuals.
- The ‘Grantee Name’ filter allows users to view the selected resource data for a specific grantee.
- The ‘Quarter’ filter can be employed to display the data by the reporting quarter, or the cumulative total if selecting ‘All’ from the dropdown.
The Staffing visualization is a stacked bar graph displaying the number of full-time equivalent (FTE) staff positions by quarter and prosecution model. The Staffing page details descriptions of FTE staff positions and calculations.
Filtering Staffing Data
The Staffing graph displays statewide data as default but can be filtered by ‘Grantee Name’ and ‘Staff Position Type’. Hovering over each bar on the graph reveals the quantity and percent of each resource by prosecution model.
- The ‘Staff Position Type’ filter displays the staffing data by the selected position.
- The ‘Grantee Name’ filter displays the number of full-time equivalent positions funded by the selected grantee.

ORT Vertical Prosecution Grantees, Resources & Reports
Recognizing that applicants have different capacities, resources, and needs, there were two (2) categories within which applicants competed. The maximum an applicant could apply for in the Small Scope of Work category was $800,000. The maximum an applicant could apply for in the Large Scope of Work category was $2,050,000.

ORT Initial Progress Survey
On January 2, 2024, the BSCC sent a survey to all ORT Prevention and ORT Vertical Prosecution grantees. ORT Request for Proposals
The ORT Vertical Prosecution RFP provided the information necessary to prepare proposals to the BSCC for grant funds. The BSCC released the ORT Vertical Prosecution Grant Program RFP on April 14, 2023 with a proposal submittal due date of July 7, 2023 at 5:00 P.M. (PST) through an online submission portal. The RFP made available $28,500,000 through a competitive process for projects that employ a vertical prosecution model, and to dedicate at least one (1) deputy district attorney and one (1) district attorney investigator whose primary role is the investigation and prosecution of organized retail theft crimes.
