BSCC Approves State Plan to Prevent Delinquency

ONTARIO (April 19, 2018) – The plan that will be the blueprint for Title II federal grants designed to keep young people from becoming involved in the criminal justice system was approved today by the Board of State and Community Corrections.

The two main priorities for spending outlined in the plan drafted by the California State Advisory Committee on Juvenile Justice and Delinquency Prevention are: to keep young people out of the juvenile justice system by promoting community and family supports; and to promote success by reducing recidivism.

“I want to thank Chair Rachel Rios and the members of the advisory committee for their hard work on this plan,” said Board Chair Linda Penner. “The Board agrees that these priorities are right on target.”

The Title II Federal Fiscal Year 2018-2020 State Plan will guide spending priorities for the $3.7 million California expects to receive this year, as well as awards it anticipates receiving in 2019 and 2020. The new plan, a condition of funding, will be in effect through 2020. Future amounts of grant money available will be determined by Congress.

The plan represents a year of work by the SACJJDP, whose members are appointed by the Governor. SACJJDP members hosted public listening sessions in Sacramento and Los Angeles, and the BSCC distributed a survey to gather input on the needs and priorities of young people and their communities.  

The state plan will be used by the BSCC to guide the drafting of future Title II Requests for Proposals by providing guidelines for which the grant funds can be spent. The BSCC now will submit the plan to the federal Office of Juvenile Justice and Delinquency Prevention.
